They are therefore necessarily involved in a constant struggle to persuade and influence each other on vital public issues. This struggle reaches into the halls of Congress, and the committees and subcommittees of the Houses on the one hand, and into the departments, bureaus, and agencies of the executive branch on the other"--Preface, page [v]
