Abstract:

This report was prepared by the Transportation Research Board Committee on Maintenance and Operations Personnel with the cooperation of AASHTO Subcommittee on Maintenance. This report is the 41st in a series which began in 1944. The general format of the report has been retained since its inception in 1944. The Policy Questionnaire has been revised from time to time to keep it current with changing trends. Starting with last year's report, the Committee decided to use 1977 as the base year for comparison of salaries. The advantage of using 1977 as the base year is that it coincides with the base period adopted for the Federal Government General Purpose Statistical Index Numbers. The 1977 base index insures a reasonable approximation of the current structures of the economy and facilitates a visual comparison of wage rates of change from a base period of less than 10 years. It should be noted that responses to this year's questionnaire were submitted by all 50 states.
