Proposal is printed on p. , with a blank space at bottom of sheet for subscribers' names. Page  contains a printed cover letter, with space for a signature, beginning "Dear Sir: Let me request you to interest yourself and exert your influence in favor of the paper proposed to be established by the accompanying prospectus ..."
The "Buchanan herald, and South-western intelligencer" is not listed in Lester J. Cappon's Virginia newspapers, 1821-1935, although Baldwin & Stone published the "Buchanan advocate and commercial gazette, in 1835 and 1836.
Library's copy of the printed cover letter is signed "John Harvey & Co." and is followed by a handwritten letter, dated August 3.35, addressed to Messrs. Perry & Bowan and signed "John Harvey & Co." Addressed to Perry & Bowan on p. . Most of the address and part of the letter are faded.
