Her counterpart, Evgeny Kozlov, has narrowly escaped his Russian homeland to pursue a phantom figure, known only as the Architect, who has masterminded an insidious plot to destroy the Americans' confidence in their country and its powers to protect them. The arcs of their investigations converge when Cass and Evgeny are swept into a major CIA/FBI dragnet, only to discover that the target of their search is conspiring to resurrect the Soviet Union and holds a secret that could devastate the administration of a U.S. president.
