The Robert Clifton Weaver Photograph Collection depicts aspects of his personal life from the late 1800s to the 1990s, and his professional activities mainly as a government official and public figure from the mid 1950s to the 1970s.

The collection consists of individual and group portraits, candid shots and snapshots of Weaver, his wife, Ella, son, Robert, Jr., and other family members and friends; snapshot and candid views of family social gatherings and vacations; individual and group portraits and views of government officials, members of Weaver's staff, and visiting dignitaries; views of social gatherings, meetings, legislative hearings, bill signings, diplomatic missions, dedications and college commencements; and views of urban renewal and housing projects. The collection is limited in depicting his professional activities before the mid-1950s, including his participation in Franklin Roosevelt's "Black Cabinet," and is likewise limited in depicting his activities as an educator and political advisor during the 1970s and 1980s.

Personal photographs include a studio portrait of Robert Weaver as a child (ca. 1910); studio and candid portraits of Robert and older brother Mortimer as young children (ca. 1908-1910s); individual studio portraits of Robert T. Freeman and Rachel Freeman, Weaver's maternal grandparents (ca. 1890s), and their daughter, Florence, Weaver's mother (ca. late 1800s); a studio portrait of Mortimer G. Weaver, Robert's father as a young man (n.d.); a studio portrait of Mortimer, Jr. probably around the time he attended Williams College (ca. 1920s); a studio portrait of Ella D. Haith, Ella Weaver's mother (n.d.); Ella V. Haith Weaver, in a Spanish costume, while attending the Carnegie Institute of Technology drama school (1930); studio portraits of Ella Weaver (1940s and 1954); candid and studio portraits of Robert Weaver, Jr. (1942, 1948 and 1953-54); an undated studio portrait of Ella's brother, Hampton Haith; and studio portraits of Ella D. Haith (1954). The series also includes photo albums (ca. 1920s to 1950s) containing snapshots and candid shots depicting views of family vacations, beach trips and gatherings; assorted family members and friends; pets; Robert and Ella Weaver as a young married couple; and Robert, Jr. as a toddler to pre-adolescence, as well as photo greeting cards from friends.

The pre-1955 activities series includes Weaver, as Special Assistant to the Administrator of the United States Housing Authority, speaking at the opening of University Houses in Atlanta, Georgia (1937); as Director of the Mayor's Committee on Racial Relations, Chicago, in New York with Congress of Industrial Organizations President Philip Murray and National Citizens Political Action Committee Chairman Sidney Hillman, to start a voter registration drive to support political candidates who support ending segregation in the Army and in employment practices (1940); in a group portrait with members of the American Federation of Teachers (1951); and attending a Defense Department orientation, with a group that includes NAACP executive Walter White (1953).

The New York State Rent Administration series includes several group portraits, many unidentified, of Weaver with his wife, Ella, and son, Robert, Jr., meeting New York State Governor W. Averell Harriman (1955); with Governor Harriman alone and with members of the Governor's Cabinet (ca. 1955); in a series of bill signing ceremonies (late 1950s); and in a group of candid shots, possibly with members of his own staff (1958).

The Housing and Home Finance Agency series includes a view of Weaver being sworn in as the agency's administrator by White House Assistant to the Executive Clerk, Herbert Miller, as President John F. Kennedy and Ella Weaver look on (1961); Weaver attending the convention of the Metropolitan Builders Association of Greater Milwaukee, in Chicago (1961); meeting with Puerto Rican government and civic leaders, including Governor Luis Muñoz Marín, in Puerto Rico (1961); at the dedication of the International Ladies Garment Workers Union (ILGWU) Cooperative Houses, with United Housing Foundation president Abraham Kazan and former First Lady Eleanor Roosevelt in attendance, in New York (1962); at the groundbreaking (ca. 1962) and the dedication and tour (1964) of Hartford, Connecticut's urban renewal project, Constitution Plaza; and in attendance at President Lyndon B. Johnson's signings of the Housing Act and the Civil Rights Act (1964). Also included are a group of photographs probably done for a Look Magazine photo essay on Weaver that include views of his testimony before the United States Senate (ca. 1961-1963); and a photo album of group portraits and views from the 1963 Peruvian Inaugural Ceremonies that Weaver attended as a member of the American delegation.

The Housing and Urban Development (HUD) series includes group portraits and views from Weaver's White House ceremony for his appointment as HUD Secretary (1966); views of the new HUD headquarters under construction in Washington, D.C. (1965-1966); views of Weaver at the cornerstone laying of HUD Headquarters with Vice President Hubert H. Humphrey in attendance (1966); Weaver giving a press conference at HUD (ca. 1968); taking part in an undated meeting with Black Corporate Directors; and a series of White House photos depicting Weaver in group portraits with President Lyndon Johnson and members of the White House Cabinet, and in views of meetings with President Johnson (1967-1968). Also included is a scrapbook containing photographs and news clippings of Weaver's visit to Norwalk, Virginia, in 1967, where he toured the depressed neighborhood of Berkley which was part of the city's application for the HUD Model Cities Project. Ella Weaver is also shown in group portraits attending White House and other functions with the wives of Cabinet officials and other prominent figures, notably Muriel Humphrey, wife of Vice President Humphrey (ca. 1966-1968).

The academic activities series consists of group portraits and views of commencement exercises attended by Weaver including Temple University, held at Philadelphia's Freedom Hall (1962); Rutgers University, New Jersey (1963); the University of Pennsylvania, Philadelphia (1966); Pace University, New York, held at Lincoln Center's Philharmonic (now Avery Fisher) Hall (1967); and the University of Michigan, Ann Arbor (1968).

The miscellaneous series includes Weaver receiving the NAACP's Spingard Award in 1962; attending a banquet in his honor at the Waldorf-Astoria Hotel, New York, that includes Ralph Bunche, William Hastie, Roy Wilkins, Frank Horne, Henry L. Moon and Ted Poston (1961); attending a party, aboard the Presidential yacht Sequoia, that includes James Haggerty, President of the Building Trades Union, and Baltimore mayor Theodore R. McKeldin, among others (1967); in group portraits and candid shots, sometimes with Ella, on various travels including the U.S. Virgin Islands (1955 and 1970s); Puerto Rico (1968); and Israel (1971); and in candid portraits, meeting with two unidentified men, at his home during the latter part of his life (1992). Ella Weaver is also depicted conducting an undated speech therapy class, and meeting with school children (1970s). Also depicted are exterior and aerial views of French apartment housing, probably in the Seine region of northern France (ca. 1958-1960).

Among those depicted with Weaver in his capacity as a political official and public figure include Canadian Prime Minister John G. Diefenbaker, activist Dorothy Height, U.S. Interior Secretary Harold Ickes, U.S. Senator Jacob K. Javits, U.S. Attorney General Robert F. Kennedy, civil rights activist Coretta Scott King, union leader George Meany, and New York City Mayor Robert F. Wagner. Composer H.T. Burleigh, a relative of Ella Weaver, is also depicted. Some images are inscribed.
