Abstract:

"In its March 2015 offensive to oust the Islamic State, also known as ISIS, from Tikrit and surrounding areas, the Iraqi government relied heavily on largely Shia militias, known collectively as Popular Mobilization Forces even though they were already deeply implicated in serious abuses during earlier battles against ISIS. Ruinous Aftermath documents widespread and deliberate property destruction as well as looting, abductions and killings carried out by the militias following the recapture of Tikrit. The report uses witness accounts and satellite imagery to document how the militias, armed and financed by the Iraqi government, unlawfully destroyed several hundred civilian buildings, laying waste to entire neighborhoods, in Tikrit, al-Bu 'Ajil, al-Alam, and al-Dur. The report also documents ISIS abuses after it took over large areas in Salah al-Din province in June 2014. Human Rights Watch calls on the Iraqi government to establish effective command and control mechanisms over these militias and to open investigations to hold the perpetrators of laws-of-war violations accountable. The United States and Iran, as well as other states contributing to the military effort to defeat ISIS, should publicly criticize these abuses and condition future support on serious and effective steps to hold the militias to account. The United Nations Human Rights Council should explain its fact-finding inquiry into ISIS crimes to include serious abuses by pro-government forces"--Page 4 of cover.
