"School Bus First Observer (SBFO) is a U.S. Department of Homeland Security program administered by the Transportation Security Administration, Highway and Motor Carrier Division (HMC). This program is national in scope and supported by the school transportation organizations to educate and provide basic security awareness by teaching the school transportation industry how to identify, evaluate and report any suspicious incidents."

"School Transportation Security Awareness (STSA) focuses on terrorist and criminal threats to school buses, bus passengers and destination facilities. It is designed to provide school bus drivers, administrators, and staff members with information that will enable them to effectively identify and report perceived threats, as well as the skills to appropriately react and respond to a security incident should it occur."
