Abstract:
Shows how independent counsels work by tracing sitting independent counsel Donald Smaltz's investigation of former Agriculture Secretary Mike Espy. Using interviews with Smaltz and other key participants, it shows how the investigation proceeded and opened up related matters, and the counsel's encounters with federal powers. Talks about the issue of whether the twenty-year-old institution of independent counsel should continue.
