Abstract:

Memoranda, reports and correspondence generated by and about the Permanent Administrative Committee (PAC).

Include memoranda, notes, and statements on PAC policy recommendations, review of hospitals' compliance with PAC standards, PAC policy on wages, and the right to strike. Also, reports and statements by Mayor Wagner on the establishment of the PAC; Harry Epstein (Supreme Court justice) on voluntary hospital workers' right to organize, to collectively negotiate, and to strike; Mayor Wagner, Leon Davis, Max Steinbock (1199 representative to PAC), and various hospital administrators on PAC policy proposals; 1199 on amendments to New York State labor laws which would extend the right to bargain to workers in non-profit hospitals; and annual reports of the PAC.

Also, correspondence of Davis with Harold Felix (commissioner, New York City Department of Labor), Mayor Wagner, and various labor leaders on the settlement of 1199's strike against seven voluntary hospitals and the establishment of the PAC (1959); and correspondence with Harold Gallagher (chairman, PAC), Mayor Wagner, Governor Rockefeller, and various hospital administrators on PAC policy and hospitals' compliance with PAC standards and recommendations. Also, letters of the PAC to hospitals and to 1199 on compliance with standards for wages and benefits; and letters of Leon Davis to the PAC on 1199's claims for wages.
