Prior to 1992 all issues were classified. Beginning in 1992 one issue a year, called no. 5, contained unclassified articles. From 1997-2001 unclassified documents were issued twice a year in semiannual issues with whole numbering. Beginning in 2002 volume numbering resumed with vol. 46, with unclassified articles issued as nos. 1,3 and 4 of the quarterly volume and with unclassified excerpts from nos. 2 and 4 available online.
