Rick Riker is a high school student who is bitten by a genetically altered dragonfly while on a field trip to the local laboratory. Rick soon realizes that he's developing super powers, including the ability to break-dance vertically on a building wall and the development of lightening fast reflexes. Disguised in a green and black suit and going by the name Dragonfly, Rick uses his abilities to fight crime all over the city. His archenemy is Lou Landers, a.k.a. Hourglass, a terminally ill scientist who, through a technological accident, has the ability to suck the life energy out of people.
