Abstract:

1999 is a difficult year for exporters. Prospects for world economic growth look better than they did some months ago, but growth will still be well below rates achieved in 1996 and 1997. Australia's own region is struggling to emerge from the most serious economic crisis it has experienced in its post-war drive to economic development. Commodity prices remain at depressed levels, having slumped dramatically over 1997-98, Australia's export performance, in company with that of most other exporting nations, has been adversely affected as a consequence. But longer-term influences are also at work. Over the 1990s, big shifts have been taking place in the composition of trade, both globally and in key Australian markets such as Japan, the United States and Korea. These have had an important influence on Australia's trade performance over the decade, and their influence can be detected in the way in which adjustments to the Uruguay Round of multilateral trade negotiations (1986-94) and to East Asia's economic crisis (1997-98) are occurring. Adapting to these influences is an important challenge for Australia. Australia's capacity to do so has been strengthened by more than a decade of domestic economic reform and by further diversification of our export structure. It will nevertheless require significant efforts by exporters, as change accelerates into the next century. Government also has a major part to play by improving Australian access to international markets.
