Abstract:

The Functional Economic Analysis Model (FEAM) was developed by IDA for use by DoD information managers when analyzing alternatives for saving costs when preparing business cases. The model is used to enter costs and get information on a series of alternatives to a budget baseline representing total current and planned DoD expenditures for a given function. Using the supplied information, the model performs a Risk-Adjusted, Discounted Cash Flow (RADCF) analysis, and presents the results in graphical and tabular form. This document is a user's guide for the FEAM. It gives step-by-step instructions for installing the model, entering and editing data, and analyzing the results. Included in the appendices are an explanation of the calculation used for the RADCF analysis and definitions of the cost breakdown structure for the model.
