Childhood disadvantage encourages the development of antisocial, 'employment-resistant' personality characteristics which harm life outcomes in adulthood. A welfare state therefore risks harming society by increasing the number of citizens who develop employment-resistant personality characteristics due to disadvantage during childhood.
