Warsaw has fallen. Next comes "The Phony War", the months when the world uneasily awaits Hitler's next move. Pug meets with Mussolini in Rome to arrange a peace conference between Il Duce and the U.S. delegate Sumner Welles. To Pug, the dictator's thirst for power belies his conciliatory words.
