This is a study of higher education in the world's four largest developing economies--Brazil, Russia, India, and China. Already important players globally, by mid-century, they are likely to be economic powerhouses. But whether they reach that level of development will depend in part on how successfully they create quality higher education that puts their labor forces at the cutting edge of the information society. Using an empirical, comparative approach, this book develops a broad picture of the higher education system in each country in the context of both global and local forces. The authors offer insights into how differing socioeconomic and historic patterns of change and political contexts influence developments in higher education. In asking why each state takes the approach that it does, this work situates a discussion of university expansion and quality in the context of governments' educational policies and reflects on the larger struggles over social goals and the distribution of national resources

India has joined a worldwide trend in which nations are seeking to improve the quality of their higher education systems by giving greater autonomy and accountability to lower levels of government (e.g., states) and to the higher education institutions themselves. India⁰́₉s 12th Five-Year Plan, released in December 2012, suggests a range of reforms to higher education to change the role of the national government from ⁰́command and control⁰́₊ to ⁰́₋steer and evaluate.⁰́₊ One approach that has proven effective in other countries is explicitly linking funding to well-defined quality measures and quality assurance processes. While India's 12th Five-Year Plan discusses the importance of quality improvement and funding, it does not discuss how quality and funding can be linked to support quality improvement under a ⁰́₋steer and evaluate⁰́₊ approach to governance. In this report, the authors review India⁰́₉s and other countries⁰́₉ efforts to reform their higher education systems and suggest seven policy actions that the Indian national government and other stakeholders can take to improve higher education by linking funding to quality

"Services offshoring to India has grown dramatically in the last 10 years. It is linked to the earlier expansion of Indian software services exports, but has its own dynamic and workforce. Although domestic firms were early entrants, MNCs are central actors. Already, some work done in India resembles that done in developed countries. To explain the dynamism and complexity of offshoring, a taxonomy of market participants is presented. Offshoring by small entrepreneurial US firms is highlighted as an emerging phenomenon.
