The review also represented a significant expansion in the use of EARP for planning and management of northern development. For these reasons, the Review Office commissioned an evaluation of the Beaufort Sea experience to examine the policy and institutional implications of the mandate of the Beaufort Sea review; to analyze the operational effectiveness of review procedures, especially those that represent departures from conventional practice; and to consider the contribution of the panel's report to environment and development decision-making.
