This report addresses widespread beliefs about the performance of urban students, and their family and school environments. Using data from several national surveys, it compares urban students and schools with their suburban and rural counterparts on a broad range of factors, including student population and background characteristics, afterschool activities, school experiences, and student outcomes, focusing specifically on the effects of poverty. The methodology used to explore differences among schools incorporates a control for the concentration of poverty in the school. Even after controlling for poverty, urban students compared less favorably to their nonurban counterparts on many measures. Urban high poverty schools and students performed similarly or more favorably than other high poverty schools on half of the measures studied, and high poverty concentration seemed to present equally challenging circumstances in all locations. On the other half of the measures, urban schools compared unfavorably, but, when considering the large overall variations by location and poverty concentration, urban high poverty schools and their students were generally no different than the effects of location and poverty concentration would have predicted. Five appendixes provide estimates and standard error tables, discussions of methodology and data sources, and a bibliography. Adult literacy in America : a first look at the results of the National Adult Literacy Survey by Irwin S Kirsch( Book )

The National Adult Literacy Survey profiled the literacy of U.S. adults based on their performance on tasks reflecting materials and demands of daily life. Data were gathered through interviews with a random sample of 13,600 people over 16, a survey of 1,000 adults in each of 12 states, and interviews with 1,100 prison inmates, making a total of 26,000 adults surveyed. Participants completed a series of literacy tasks and received proficiency scores on three scales measuring prose, document, and quantitative literacy. They were categorized in five levels. Major findings were as follows: (1) 40-44 million adults were at the lowest level, of whom 25% were immigrants, 62% did not complete high school, and 19% had visual difficulties; (2) 50 million at level 2 had difficulty with higher reading and problem-solving skills; (3) most at levels 1-2 rated their reading/writing as well or very well--they could meet most needs with limited skills; (4) 61 million were at level 3, 34-40 million at levels 4-5; (5) young adults were less proficient than those surveyed in 1985; (6) older adults were more likely to have limited skills; (7) many minorities and prison inmates were more likely to be at levels 1-2, due to fewer years of schooling or limited English proficiency; (8) higher levels correlated with being employed, working more weeks, and having higher wages; and (9) 41-44% of level 1 and 4-8% of levels 4-5 were in poverty. Education is an important contributor to productivity growth and has a major influence on the standard of living of the U.S. population. Economic productivity depends on human as well as physical capital. This report is the first in a series of indicator reports recommended by the congressionally mandated Special Study Panel on Education Indicators. The report examines the link between education and economic productivity from different angles using a variety of data sources. It first presents indicators related to historical trends in worker productivity in the United States and other countries and the contribution of education to these trends. The report also considers the link between education and productivity at the individual level, focusing on the economic consequences of educational attainment, educational achievement, and adult literacy. The link between worker training and productivity is also explored. Finally, the report compares key measures of educational performance in the U.S. with corresponding measures in other countries. The indicators in the report come from many data sources, including the National Center for Education Statistics as well as other federal and international statistical agencies. The report examines the existing research on the indicators and related issues, presenting arguments and conclusions from researchers on all sides of the issues.
