This paper analyzes the implications of tax policy for the accumulation of human and physical capital and for the overall productivity level of the economy. A comprehensive income tax, applying to both labour income and capital income. discriminates against investments in human capital relative to investments in physical capital. Hence. it has an adverse impact on human capital accumulation. Taking into account a positive external effect of investments in human capital on overall productivity, the adverse effect of income taxation on human capital investments is significantly magnified

Bequest constraints have played a major role in discussions of debt neutrality but their welfare implications were not sufficiently dealt with in the literature. In this paper we focus on the welfare implications of bequest constraints. We found that when institutional constraints to the transfer of resources from children to their parents exists the welfare of the parents' generation may be improved by an old age security scheme. Such a scheme is justified not by income redistribution consideration, as is typically the case, but rather on pure efficiency grounds. Due to its intergenerational transfer role the social security scheme is Pareto-improving with altruistic parents if, in addition, the real income effect which tends to raise children consumption is relatively strong

In a regime of high mortality, parents may have a greater number of births than their desired family size as an insurance against the possibility of losses in the future, at a time when fecundity loss or health hazards would make further births inadvisable or impossible. The log-linear probability model and data from the Malaysian Family Life Survey are used to explore this relationship quantitatively. The results suggest that perceived child survival probabilities affect husband's desired fertility significantly, in the expected direction, but have no impact on the wife's desire for further births. Important husband-wife differentials in the response of desired fertility to changes in other variables are also uncovered
