This guide from the Public Libraries Association (pla) describes a planning process to be used by individual library systems to establish their own standards appropriate to local conditions and needs; design strategies to reach those needs; and inaugurate a planning cycle that involves continuous monitoring of progress and regular adjustment of objectives as community conditions and needs change. The introduction to the guide discusses the need for planning, the planning process, collecting and using data, and subsequent planning cycles. The first of three major sections then addresses preparing to plan, which includes the planning committee, tailoring the process to the library, information for planning, using the data, and presenting the data. Focusing on the planning process, the second section provides information on developing a community profile to determine user needs; assessing how well the library is currently meeting those needs; determining the role the library should play in the community; setting goals, objectives and priorities; developing strategies for change; implementation of the plan, including measuring activity and performance, and monitoring and evaluating progress; and the collection of management data. The third section addresses the collection and use of data, including secondary data for the community profile; statistics and performance measures for the evaluation of services; designing questionnaires, coding and processing the findings, and sample questionnaires for surveys of the library staff, citizens, students, and users; and processing the survey data. Four appendixes contain examples of library goals and objectives, sample forms and maps for the community profile, a set of sample tables for current library services, and sample tables for the analysis of survey responses. A national probability sample was made to survey the costs, the characteristics of materials loaned and borrowed, and the present and future magnitude of interlibrary loans for academic libraries. From a sample of 80 libraries it was found that the cost of a filled loan request varied between two and seven dollars and that lending cost per transaction appeared to be related to the geographical location of the library. The nature of interlibrary loans was revealed and current trends indicate increasing interlibrary borrowing and requests for loans. (Wh)

At the request of the Association of Research Libraries a study was made to develop, evaluate, and recommend a national plan for improving access to periodical resources. The following design features were established: (1) service should be available to all users with no restrictions other than access through a library; (2) initially, service would be primarily rapid, dependable delivery of photocopies of journal articles; (3) subject coverage should be comprehensive but exclude medicine; and (4) worthwhile journals in any language should be collected. Demand estimates and projected costs were compared for three alternative plans. A single national center was recommended as the best solution and various methods of implementation were suggested. Various methods of financing interlibrary loans were investigated in this study requested by the Association of Research Libraries and funded with a grant from the National Science Foundation. The history and background of interlibrary loan service is examined, and existing financing methods and the cost of service in academic libraries is discussed. It was found that larger academic libraries bear a disproportionate amount of the load. Criteria and goals for evaluating alternative financing methods are set forth. An economically viable system with a more equitable cost distribution was sought. After consideration of alternative financing methods and fee system options, a fee structure is recommended which would recover partial costs for the lending library by utilizing coupons sold and redeemed at a central clearinghouse. This solution is viewed as a short-term improvement of the current system. The study recommends that State or Federal subsidies eventually replace fees. (Jg)

Working from the premise that for any given periodical title there is some frequency of use at which it becomes cheaper for a library to acquire the publication than to borrow it, this report presents a mathematical model for estimating the costs of options associated with acquiring periodicals. Cost elements included in the model are initial cost, annual recurring cost, internal use cost, internal borrowing cost, external borrowing cost, storage cost, disposition (weeding) cost, and subscription cost. The report shows how, given these variables, the model can determine the crossover or breakeven point at which the cost of borrowing equals the cost of owning. Appendices include a detailed derivation of the cost model and the associated computer program written in apl, details concerning the cost surveys, and results generated from the model helpful in answering questions concerning the acquisition, maintenance, and discarding of back issues of periodicals. A study was conducted to evaluate parents' reactions to and utilization of the Child Development Center (cdc) sponsored by oeo for its Washington, D.C. based employees. Interviews were conducted with all 43 users of the cdc (22 oeo employees and 21 employees of other Federal agencies) and with 137 other oeo employees who are parents of young children. Fifty-four of the latter group were chosen as the comparison group. Several types of analyses were conducted: (1) development of a general profile comparing oeo cdc users to users of other types of day care; (2) estimate of need and effective demand for the oeo cdc; (3) estimates of the economic benefit to oeo; (4) analysis of user satisfaction and comparison to the satisfaction reported by users of other arrangements; (5) analysis of key factors affecting day care decisions and the trade-offs among them; and (6) comparison of the results of this study to the evaluations of two other federally sponsored day care centers, to findings from the oeo national day care survey of 1970, and to the Massachusetts Early Education Project. An overview of relevant literature reveals that residents in urban areas apparently have a multitude of nonoccupational information needs which are not being satisfied within the constraints of existing information resources and systems. A conceptual framework was drawn, focusing on four basic components--urban residents, their needs, sources of information, and solutions--and linkages or interactions among them. The Baltimore Urbanized Area was chosen for the investigation, and extensive exploratory work was undertaken towards the end of obtaining data. A survey instrument was developed and pre-tested, then was utilized in gathering data from a cross-sectional random sample of residents. The great quantity of data elicited were analyzed in terms of information needs, information-seeking strategies (behavior), and search outcomes. In a final exploratory testing phase an attempt was made to develop a methodology for assessing the capability of library and information agencies to deal with the problems/questions identified by residents in the earlier survey phase. This analysis of an affluent, well educated, family community and its library by a professional consulting organization used statistical and budget data, public meetings, and surveys of citizens, library users, and staff to determine the library needs of the community and to develop a plan for improved library services. Questionnaires were developed and administered (1) by telephone to more than 400 citizens using trained interviewers, (2) by distribution of self-administered forms to 1,300 library users at the main library and its branches, and (3) by mail to all library system staff. All questionnaires were designed to elicit patterns of usage, users, and uses. Recommendations based on the findings of these studies concentrated on improvement of library funding, restructuring and reduction of the library system, the construction of a new main facility, and the limitation or curtailment of some marginally effective programs.
