Project become, a mainstreaming program for Hispanic and Haitian students of limited English proficiency, provided instruction in esl and native language studies, as well as bilingual instruction in social studies, mathematics, science, and typing. The program, which was implemented at Sarah J. Hale High School (located in downtown Brooklyn, New York) was primarily vocational in orientation. This evaluation report covers the program's third and final year of operation and focuses on (1) its demographic context; (2) student characteristics; (3) program characteristics, including organization, funding, and staffing; (4) its instructional component (student placement, programming and mainstreaming; esl and English reading; bilingual content area instruction; and mainstream instruction); (5) its non-instructional component (curriculum and materials development; supportive services; staff development; parental and community involvement; and affective domain); (6) evaluation findings regarding student achievement; and (7) recommendations for ongoing bilingual education efforts at the high school levels. Quantitative data on student achievement indicate that program students made significant gains in both English and native language development and in most content areas. In addition, the attendance rate of program students was significantly higher than the total school attendance rate. (Gc)

The Bilingual Academic and Technical Education for Youth Program (batey) provides English as a second language (esl) and bilingual instruction with a vocational focus to foreign born (98 percent of them Hispanic) students at Adlai E. Stevenson High School, Bronx, New York. Under the program, Title vii funds support administrative and support services as well as paraprofessional staff, while instructional services are provided by other sources, including Chapter 720. Program activities include: (1) the development of curriculum materials; (2) bilingual personal and vocational counseling; (3) staff development efforts; and (4) parent involvement activities. Quantitative analysis of student achievement in 1981-82, the program's second year, indicates that students in esl classes surpassed program objectives by mastering more than one Criterion Referenced English Syntax Test (crest) objective per month. In addition, participating students surpassed program objectives by passing bilingual industrial arts and business education classes at an equal or better rate than students in regular and vocational education and industrial arts classes. Data are not available to determine the English and Spanish reading achievement of participants. (Gc)

Project impact, a magnet program in its third and final year of funding, provided instruction in esl and Italian language skills, as well as bilingual instruction in mathematics, social studies and typing to approximately 200 students of limited English proficiency in a Brooklyn, New York, high school. Nearly all program students were born in Italy; they varied in English language proficiency, native language ability, and overall academic preparedness. Transitional in nature, Project impact aimed to expedite the acquisition of English language skills necessary for full mainstreaming within one or two years of entering the program. Title vii funds supported administrative and support services staff. In addition to the student services provided, the program focused on curriculum development, staff development, and parent participation. Students were assessed in English language development, growth in mastery of Italian, and in mathematics, science, social studies, and attendance. Analysis of student data from 1982-1983 indicated: (1) substantial improvement of students tested in English on Level iii (but not Level ii) of the Stanford Achievement Test; (2) a passing rate for program students greater than that of non-program students on the New York State Regents Examination in Italian; (3) achievement of program objectives in mathematics, science, and social studies; and (4) higher attendance rates among impact students than among the school population as a whole.
