This study analyzes the significance of new economic context in Latin America and the Caribbean for the design of policies for the agricultural sector. In addition, it analyzes and assesses recent trends in agricultural development policy in Latin America, to identify and synthesize new policy directions, and to highlight emerging challenges and avenues for policy innovation. The main conclusion of the study is that Latin American agricultural and rural development policy is at a turning point that will require bold new initiatives to improve the production performance of agriculture, reduce rural poverty, protect the natural resource base of the sector and ensure the political sustainability of economic growth. This will require a pro-active set of interventions designed at restoring the specificity of sectoral agricultural policy while maintaining consistency with the macro reforms.--Publisher's description

This paper examines the role of market and nonmarket forces in affecting the rate and bias of technical change in agriculture. It examines the process of generation of innovations and investment in agricultural research and explores, in the context of political economy, the sources of deviation from the equilibrium rate and bias of technical change. It is argued that a theory of the rate and bias of technological innovation must go beyond the analysis of market forces because they explain only a fraction of changes in investment and productivity in agriculture. It is further argued that the roles played by the various actors involved in agricultural research are being redefined as research moves in to the "Post Green Revolution" era. New mechanisms of identification of research priorities, of coordination of research programs, and of participation of social groups affected by research need to be devised to increase efficiency and equity in the research effort

This document presents an exploratory contribution to the understanding of the political economy of poverty alleviation. Usually, governmental decisions to apply macroeconomic measures that minimise the negative effects of adjustment on the poor, or to implement programmes specifically aimed at reducing poverty, assume that the majority of the population will support them. While there are many studies on the rationality of public choices, there are very few on the political conditions required for the implementation of anti-poverty programmes. This paper presents an indicator for assessing the political feasibility of such programmes. To take into account the influence weights of each social group, the authors have retained seven elements. This paper analyzes how electoral incentives affected the performance of a major decentralized conditional cash transfer program intended on reducing school dropout rates among children of poor households in Brazil. We show that while this federal program successfully reduced school dropout by 8 percentage points, the program's impact was 36 percent larger in municipalities governed by mayors who faced reelection possibilities compared to those with lame-duck mayors. First term mayors with good program performance were much more likely to get re-elected. These mayors adopted program implementation practices that were not only more transparent but also associated with better program outcomes
