Issues of copyright policy and software licensure at Drexel University that were developed during the introduction of a new microcomputing program are discussed. Channels for software distribution include: individual purchase of externally-produced software, distribution of internally-developed software, institutional licensure, and "read only" access to additional software. The university is underwriting a substantial portion of the cost for computing, for faculty release time granted for the development of a project, and for laboratory and equipment resources. The position of the university is to enter into a written agreement with its personnel covering software and copyright ownership. Since the student purchases the microcomputer and software from the university, copyright liabilities for the software are placed with the individual purchasers. Institutional licensure places the liability with the institution, but allows for a one-time or annual university commitment for access to certain software. Possible approaches for the distribution of royalties are also discussed. Attention is directed to protecting the copyrights of others, including illegal copying or piracy of software. (Sw)

The widespread introduction of microcomputers in higher education has had an impact on a variety of issues within the university community. One of the most important issues has to do with what constitutes intellectual property and who owns this property. Most universities have established a patent policy as there have long been financial rewards associated with patents. However, faculty development of software (which usually falls under copyright rather than patent law) is forcing a modification to existing models, in part due to the potential economic gain involved, and partly because of the extent of institutional resources that may go into a software product. This paper discusses some of the basic issues that had to be addressed in the development of a copyright policy at Drexel University, and presents the latest draft of that policy as a sample that may be used by others in drawing up their own policies. Among the issues addressed are definitions, copyright policy objectives, ownership of the copyright, royalty distribution, and administration of the copyright policy. (Thc)

Six appendixes provide supplemental information, including a comparison of target markets among selected providers and guidelines for distance education. Policies designed to remove the barriers to widespread adoption of distance education must come from all levels so that the many benefits of distributed education, particularly for students, can become available.
