A status study was conducted to "assess the qualifications and duties of teacher aides in New England, develop guidelines for both pre-service and in-service training, suggest requirements for employment, and list appropriate duties." Data from three separate questionnaire forms was collected for 1,724 aides, 2,139 teachers who had experience working with aides, and 230 superintendents of schools. Visitations to several school systems and one experimental workshop for aides provided additional information. It was found that (1) tasks performed by aides are ancillary to instruction; (2) 95 percent of aides are high school graduates; (3) although aides are not certified, state departments of education specify what tasks they may be assigned; and (4) 78 percent of aides are paid less than substitute teachers. It was concluded that teacher aides "are a significant factor in education in New England and their number will increase," encouraged by educational associations and federal funding. (Included are copies of the questionnaires, statements regarding the role of aides as issued by state departments of education, and a summary of replies concerning the role of aides from a survey of professional organizations.) Chapter I programs are based on locally identified needs, and projects are developed and operated at the local level to meet each district's needs. A majority of Chapter I programs stress language and math skills, however, there are a wide variety of instructional approaches. This source book relates educational practice to research in school effectiveness and presents successful educational practices. It is used in training for Chapter I program staff throughout Maine, New Hampshire, and Vermont. Fifteen research indicators are listed, with explanations and summaries of the separate approaches taken by various school districts. The 15 research indicators are organized under 4 indicators: (1) communicating high expectations about Chapter 1 students to Chapter 1 students, their teachers, and parents; (2) planning instruction, managing instruction environment, and using appropriate methods and materials; (3) sharing goals and progress, regularly monitoring and providing feedback to students, and involving parents in students' learning; and (4) providing leadership in staff development, supervision, and program evaluation. A "Quick Scan Reference Guide" correlates the 134 descriptions of teaching practices with topical categories, grade levels, and academic subjects. Examples of program forms and student work are included. The book also contains a chart of contributing schools/systems and teachers, maps of contributor locations, an index, and a list of 24 research references. (All)

New Hampshire's system of postsecondary vocational-technical education developed toward the end of World War ii when it was realized that many of the military personnel soon to be demobilized would need retraining for civilian life. Two trade schools, one in Portsmouth and the other in Manchester, were established in 1945. Today, that system has grown to seven institutions, the New Hampshire Technical Institute, and six New Hampshire Vocational-Technical Colleges. In 1949 the original two trade schools became known as the New Hampshire Technical Institutes and a great many incremental changes were made, all tending toward more theoretical work and less work in the shop area. To relieve overcrowding in the system, the New Hampshire State Legislature authorized the development of five vocational institutes and one technical institute in 1961. By the end of the sixties these schools were well established, with good placement rates and average starting salaries for graduates. Vocational-technical colleges were established at Berlin, Claremont, Laconia, and Nashua. By 1975, the system had developed into its present form, offering programs to train technicians, tradespersons, businesspersons, and health care specialists.
