A novel approach for the fabrication and assembly of a solid oxide fuel cell system is described which enables effective scaling of the fuel delivery, mainfold, and fuel cell stack components for applications in miniature and microscale energy conversion. Electrode materials for solid oxide fuel cells are developed using sputter deposition techniques. A thin film anode is formed by codeposition of nickel and yttria-stabilized zirconia (YSZ). This approach provides a mixed conducting interfacial layer between the nickel electrode and electrolyte layer. Similarly, a thin film cathode is formed by co-deposition of silver and yttria-stabilized zirconia. Additionally, sputter deposition of yttria-stabilized zirconia thin film electrolyte enables high quality, continuous films to be formed having thickness on the order of 1-2 [mu]m. This will effectively lower the temperature of operation for the fuel cell stack significantly below the traditional ranges at which solid oxide electrolyte systems are operated (600--1000 C), thereby rendering this fuel cell system suitable for miniaturization. Scaling towards miniaturization is accomplished by utilizing novel micromaching approaches which allow manifold channels and fuel delivery system to be formed within the substrate which the thin film fuel cell stack is fabricated on, thereby circumventing the need for bulky manifold components which are not directly scalable

The Relativistic Heavy Ion Collider (RHIC) consists of two rings with six fold symmetry. The six interaction regions (IR)s are connected with twelve FODO cells. RHIC quadrupoles in the interaction regions have independent tuning capability. The betatron functions will be measured by a three methods. First, tunable IR quadrupoles will be adjusted to measure betatron functions at those locations through the change in tune. Second, sinusoidal coherent dipole oscillations will be used to measure the betatron phases and functions (as performed in LEP). Third, a correction dipole kick technique will be used (as at Fermilab). special attention will be given to the betatron squeeze procedure by which the two large experiments PHENIX and STAR will achieve minimum betatron functions between 1 and 2 m

A new neutron multiplicity counter has been designed, fabricated, characterized, and installed for use in the assay of impure plutonium metal buttons from the FB-Line at the Westinghouse Savannah River Site (WSRS). This instrument incorporates the performance characteristics of the Pyrochemical or In-plant Multiplicity Counter with the package size of the Plutonium Scrap Multiplicity Counter. In addition, state-of-the art features such as the de-randomizer circuit and separate ring outputs have been added. The counter consists of 113, 71 cm active length 3He tubes in a polyethylene moderator. Its efficiency for 252Cf is 57.8 percent, the highest of any multiplicity counter to date. Its die-away time is 50.4 ms and its deadtime is 50 ns. In this paper we will present the characterization data for the counter and the results of preliminary metal measurements at WSRS. We will also discuss the new challenges the impure metal buttons from FB-Line are presenting to the multiplicity counting technique

The Spallation Neutron Source (SNS) to be constructed at ORNL is a collaboration of six laboratories. Beam current monitors for SNS will be used to monitor H-minus and H-plus beams ranging from the 15 mA (tune-up in the Front End and Linac) to over 60 A fully accumulated in the Ring. The time structure of the beams to be measured range from 645 nsec ''mini'' bunches, at the 1.05 MHz ring revolution rate, to an overall 1 mS long macro pulse. Beam current monitors (BCMs) for SNS have requirements depending upon their location within the system. The development of a general approach to satisfy requirements of various locations with common components is a major design objective. The short-range wakefield between two parallel conducting plates generated by a sub-relativistic beam bunch has been solved analytically by image charge method in time domain. Comparing with traditional modal analysis in frequency domain this algorithm simplifies mathematics and reveals great details of physics in electromagnetic field generation, propagation, reflection and causality. The calculated results have an excellent agreement with MAFIA and ABCI simulations in all range of beam velocities

The objective of this project was to create a multimedia operator performance support system (OPSS) shell that would provide a framework for delivering appropriate information to the student/novice machine tool user just when needed and in the most appropriate form. In addition, the program was designed so that it could be expanded and further developed by Light Machines personnel. The expertise of AlliedSignal Federal Manufacturing and Technologies (ASFM and T) in the areas of performance support system design and multimedia creation was employed to create the most user-friendly graphical user interface (GUI) while providing access to key topical areas. Light Machines provided a subject matter expert from their technical services group in order to provide the needed information for structuring the OPSS shell. They also provided a Benchman VMC 4000 machine tool at the ASFM and T New Mexico location as well as specific instruction on the safe and effective use of that machine tool

This study is motivated by a reported 1-2% infant mortality rate in concentrator photovoltaic cell assemblies. Approximately 650 bare III-V multi-junction PV cells were initially characterized via electroluminescence imaging and both light and dark current-voltage responses were recorded. The cells were then packaged into receivers and their IV response again evaluated both before and after an outdoor high concentration exposure of at least four hours above 750 DNI. Correlations exist between the initial dark IV characteristic and artifacts found in the EL image. Initial results also suggest that artifacts observed in the bare cell may serve as an indicator for early on-sun degradation, though may not be able to predict the infant mortality population
