This report examines language and area competencies, research, campus-based and national organizations, and library and information resources. It concludes that the combined federal and private resources invested over several decades have created an immensely valuable national resource in language and area studies, one unrivaled anywhere in the world. The period growth and expansion, however, has come to an end. Important parts of this national resource have are in clear danger of serious decline. Furthermore, vital gaps exist in both the research and teaching components of language and area studies programs. Present funding mechanism are inflexible and inadequate. Capacities, now missing, to monitor the cross-sectional nature of the field and to allocate resources in ways better suited to the nation's needs for language and area expertise are required. The report recommends some new programs and modifications of existing ones in those government agencies and private organizations most interested in thesse areas. It calls for relatively small but carefully targeted investments

Problems and practices in financing and managing research equipment are assessed, based on visits to 23 college, government, and industry laboratories and meetings with over 500 scientists, and college, government, and industry representatives. The following concerns are addressed: possible changes in federal/state laws, regulations, or policies to improve the acquisition, management, and use of academic research equipment; ways colleges might improve the way they acquire, manage, and use research equipment; possible revisions to tax incentives for industry donations of research equipment to colleges; and alternative methods of direct federal funding of research equipment. Recommendations cover the federal government, the states, the universities, debt financing by universities, and private support for equipment. Information is included on: loan subsidy programs, federal instrumentation programs, regulations for 10 states, and 20 state statutes authorizing bonds to fund college facilities. Appendices provide examples of debt financing and equipment donations, information on debt financing instruments, and data on 1953-1983 research and development expenditures at colleges by source of funds, and 1982 and 1983 fund expenditures for research equipment at colleges by science/engineering field and source of funds. Solutions to the urban crisis, the Vietnam war, and other national problems require, and could be met by, the knowledge and manpower developed in American colleges and universities. But a severe financial crisis increasingly threatens even their normal operations. Enrollments have risen by about 3.5 million since 1930, with a large segment of this growth occurring in the past 10 years. Between 1955 and 1965, student bodies grew by 2.9 million and total expenditures and income increased from $3.4 to over $14.9 billion. Current federal assistance includes student aid, research grants and contracts, and construction funds. Most of this support takes the form of categorical aid, or programs linked to a specific federal agency. Future manpower requirements will help to raise enrollments to approximately 8 million in 1975. Broad institutional grants could narrow the gap between income and expenditures. More funds for research libraries, computers, international studies, and the arts and humanities are needed as well as new aid programs for areas of public concern such as inner cities, pollution, and improvement of elementary and secondary education. As federal support programs increase, better coordination among them and more communication between their policy makers and educational leaders are necessary. (Wm)

This booklet outlines what students must know and be able to do to succeed in entry-level university courses. The standards presented in the booklet were designed to create a new way to view college preparation. The standards--known as the knowledge and skills for university success (ksus) standards--were developed from a 2-year study in which data were collected, and analyzed, from 400 faculty members and administrators from 20 American universities. Success, as defined by these standards, means the ability to do well enough in college entry-level core academic courses to meet general education requirements and to continue on to a major in a particular area. The booklet is divided into six sections, each a content area: English, mathematics, natural sciences, social sciences, second languages, and the arts. Each section describes the knowledge and skills foundations and the standards for entry-level courses and for major courses. Interspersed throughout the booklet are viewpoints of anonymous faculty members on the various skills and knowledge needed for student success in each content area. (Wfa)
