In der ersten Hälfte des 18. Jahrhunderts trug der katholische Kirchenbau intensiv dem Umstand Rechnung, dass sich Wallfahrten zu einem wichtigen Ausdrucksträger der konfessionellen Haltung entwickelt hatten. Drei der bedeutendsten Wallfahrtskirchen des süddeutschen Raums - Steinhausen, Wies und Birnau - entstanden allesamt zu dieser Zeit. Auftraggeber der Projekte waren wohlhabende, zu Macht und Ansehen gelangte Klöster, unter deren Protektion die Kunst und Kultur der Barockzeit ihre letzten Blüten trieb. Als sich das Zisterzienserkloster Salem 1745 dazu entschied, am Ufer des Bodensees eine neue Wallfahrtskirche zu errichten, stand das Projekt zugleich unter den Vorzeichen kirchenpolitischer Strategien, mit denen sich die vielerorts von Säkularisation bedrohten "Prälatenorden" noch einmal der altständischen Ordnung zu vergewissern suchten
