This paper generalizes the intertemporal theory of exhaustible resources proposed by Hotelling (1931) to the case where both resource pools and users are spatially distributed. One application of the analysis presented is to the intertemporal and spatial utilization of landfills. In the analysis, extraction and transport costs are assumed to be linear in the rate of extraction, but utilization of each deposit may require a set-up cost. The paper shows that three basic principles must hold whether there are set-up costs or not, and whether there are many spatially differentiated sources of demand or just one. It first describes the general problem when many users and many landfills are arbitrarily distributed, and discusses the optimality conditions which must hold while a landfill site is being used and whenever a new site is set up. These conditions are applied to describe the optimal intertemporal and spatial allocation when there are no set-up costs. This is then extended to the case with set-up costs. The following sections explain why an increase in transport costs can cause some landfill prices to fall for some users while it rises for others, and how the analysis presented can be re-interpreted to take account of recycling, waste reduction, incineration, costly expansion of existing sites, and the choice of new sites

This paper considers the case where a valuable resource exists and anyone can claim ownership simply by extracting it, and where the extracted resources are stored privately rather than sold immediately. After an introduction reviewing the problem studied, section 2 examines the free- access equilibrium when storage is feasible and there exists an underground reserve which is common property. It begins by assuming that all underground reserves are common property but then permits the existence of private underground reserves as well. Section 3 first relaxes the assumption of section 2 that the speed of extraction has no effect on ultimate recovery, and compares the free-access equilibrium to the social optimum, both with and without the opportunity to store. It then asks whether the availability of a storage technology is socially beneficial when captured common property is regarded under law as private property. Section 4 shows how the results can explain market responses to cumulative catch limits in fisheries
