In response to a congressional request, GAO reviewed Air Force plans to transfer 270 F-16A fighter aircraft from the Tactical Air Force to the Strategic Air Defense (SAD) force to determine: (1) the Air Force's plans and progress on the F-4D demonstration project; (2) the capability of modified F-4D and F-16A aircraft to meet mission requirements; and (3) the cost of the modified F-4D and F-16A alternatives. GAO found that: (1) the Air Force does not plan to conduct the F-4D demonstration project and has requested reprogramming of the funds; (2) the Air Force concluded that it should retire the F-4D, which has reached the end of its useful life; (3) Air Force Logistics Command and National Guard officials believe that a modified F-4D would have capabilities superior to the F-16A in performing air defense missions; and (4) F-16A modifications and operation and support costs would be less than the F-4D, but would not offset the higher cost of replacing the F-16A

The Loma Prieta Earthquake, which struck northern California in October 1989, graphically demonstrated the devastating impact an earthquake can have on highway bridges not adequately protected against seismic forces. The Cypress Viaduct and a section of the Bay Bridge connecting Oakland and San Francisco both collapsed, killing 43 people. The earthquake also damaged 95 other bridges. The federal cost to help California correct the bridge damage is expected to reach $1 billion. Since California is considered a leader in seismic bridge design and retrofit, concerns have been raised about the safety of bridges in other states subject to earthquake forces and the role of the Federal Highway Administration (FHWA) - an agency of the Department of Transportation - in addressing bridge seismic safety

The Richard Frank Papers contains his testimony and those of others on the debate over Polychlorinated Biphenyls (PCB) Destruction and its effect on the environment. This issue dominated the attention of Frank after the University of North Dakota received permits to burn PCB. This is evident with the vast array of newspaper articles that Frank wrote on this issue to the Grand Forks Herald. The collection also consists of meeting minutes and surveys from the organization Citizens Concerned About Toxic Hazards. This collection also consists of material from the Institute for Ecological Studies at the University of North Dakota, 1970-1983. Frank was very active in the Institute and even served on the Executive Committee. The collection contains meeting minutes and correspondence. The collection also contains materials from other organizations Frank was involved with. This includes the Lake Agassiz Homeowners Association, the North Dakota Academy of Science, the Grand Forks Cooperative, and the Experiment in International Living.
