This report reviews the trends which show that today's young people are driving less and using transportation alternatives more. They are avoiding or postponing the buying of cars and acquiring driver's licenses. The report also looks at young people's priorities and preferences which are leading them to drive less, and discusses why the trend toward reduced driving among young people is likely to persist. Finally, the report discusses the implications of these trends for transportation policy. It is stated that policy makers and the public need to be aware that America's current transportation policy, which is dominated by road building, is fundamentally out-of-step with the transportation patterns and expressed preferences of growing numbers of Americans. The report concludes that it is time for a new vision for transportation that reflects the needs of 21st century America
