The first 13 episodes are set in Heian-Period Japan during a time of famine and widespread disease. The imperial court orders Minamoto no Raikō to bring back the magatama jewels, which have the power to restore the well-being of the city but are now in the hands of tribes and clans who are opposed to the court. As Raikō is sick and confined to his bed, his sister Hikaru pretends to be Raikō and sets out on a journey to recover the jewels accompanied by her loyal servant Tsuna.
