The document is concerned with the variables that affect visual function. All are important since they affect the probability that a stimulus will be seen. The variables may be considered in two classes, those that refer to the characteristics of the stimulus and those that refer to the conditions of the observer. Some of them have direct and obvious application to military problems such as in the visibility of radar signals. There are also direct applications to day and night lookout, where background brightness, level of adaptation, and the size and contrast of the target are important. (Author)

Ninety-six pairs of sunglasses were issued to enlisted Marine Corps personnel for general field use at Camp Lejeune, N.C. The men were instructed to wear the glasses as much as possible while they carried on their regular training activities in bivouac areas. The glasses were examined every week. The scratches on the plastic filters were rated, breaks and fractures noted, and the comments of the subjects recorded. After seven weeks of use 48 percent of the glasses issued were rejected for further use because of the extensive damage. Rejection was determined by a double criterion: (1) unwillingness of the subject to wear them longer, and (2) rejection rating by the experimenters. No pair of glasses was rejected unless it met both of these criteria. Twenty-three percent of the glasses were still in use, although 91 percent of these were severely scratched. Areas of basic research on human performance that (a) should be supported if additional funds are ava label, (b) have general value for all three military departments but for one reason or another are not adequately integrated by the departments, and (c) are best carried out in central laboratories or through large-scale programs are identified. Three areas of basic research on human performance meeting these criteria were identified: (1) Sensory capacities- (a) Complex pattern discrimination, and (b) Establishing and maintaining discrimination. (2) Skills- (a) Analysis of skills, and (b) Teaching devices. (3) Stress- (a) Environmental stresses, (b) Behavioral stress, (c) Individual differences, and (d) Sleep and fatigue. Recommendations are made for a central laboratory outside the individual military departments but supported by contracts or grants of the Department of Defense that would cover these research areas. Other areas of research should be supported programmatically either on a project-basis or in laboratories recommended by other Working Gr ups. (Author)
