Inghilterra, 1866. Il giovane Ray Steam, che lavora nella filanda del paese, è un inventore in erba. Un giorno riceve un pacco dal nonno, emigrato in America e anch’egli scienziato: il plico contiene una misteriosa palla di metallo e una lettera in cui l’uomo si raccomanda di consegnare l’oggetto nelle mani dell’inventore Robert Stevenson. Subito Ray capisce che la palla è preziosa: una banda di loschi figuri, inviati dalla Fondazione O’Hara – per cui sia il nonno sia il padre di Ray, Eddie, svolgevano le loro ricerche – cerca di impadronirsene, e per farlo rapisce il ragazzo, portandolo a Londra, nella sede della società. Qui Ray ritrova sia il padre che il nonno, divisi dal diverso uso che intendono fare della loro invenzione, fondata per l’appunto sulla palla di metallo oggetto della contesa: una gigantesca torre, detta Torre Steam, capace di sviluppare una potenza enorme. Il padre vuol sfruttarne fino in fondo tutte le capacità in nome del progresso scientifico, anche se questo significa, per la Fondazione, progettare temibili armi da guerra; il nonno è invece a favore di un uso pacifico della tecnologia, e vorrebbe usare l’energia prodotta dalla Torre per animare un immenso luna park. Dal canto suo, Stevenson è interessato alla forza della torre per difendere la patria, l’Inghilterra, da attacchi bellici nemici. Alla Fondazione, Ray conosce anche Scarlett, la figlia del presidente, ragazzina viziata e supponente. Diviso tra l’amore filiale e la consapevolezza della scelta sbagliata compiuta dal padre, Ray infine si allea col nonno, comprendendone gli intenti pacifisti. Dopo una battaglia che si svolge nel cuore di Londra – e mentre è in corso l’Esposizione universale – Eddie cerca di salvare la sua torre facendola decollare; ma un guasto fa sì che la gigantesca macchina rischi di abbattersi sul centro di Londra. Sarà grazie a Ray che, con l’aiuto di Scarlett – la quale alla fine comprende qual è la vera attività della Fondazione – la città si salverà, mentre il destino del padre e del nonno rimarrà incerto
