The right to freedom of expression entails duties and responsibilities and is subject to certain limits, provided for in Article 10.2 of the European Convention on Human Rights, which are concerned, among other things, with protecting the rights of others. Identifying what constitutes "hate speech" is especially difficult because this type of speech does not necessarily involve the expression of hatred or feelings. On the basis of all the applicable texts on freedom of expression and the case law of the European Court of Human Rights and other bodies, the author identifies certain parameters that make it possible to distinguish expressions which, although sometimes insulting, are fully protected by the right to freedom of expression from those which do not enjoy that protection.--Publisher's description

The international control of the respect of human rights is largely a non contentious control. The mechanisms of such a control have developed in the past few years : we can observe in fact a real proliferation in this respect. This development is first and foremost linked to the statement of rights in a convention and in most cases the control consists in the examination of state reports. However, this development can also be independent from the statemenrt of rights as such and the mechanisms are then rather diverse. This proliferation brings into sight the need for a rationalisation with a view to increasing the efficency of the control and ensuring the coordination of the non contentious control mechanisms. This study proposes a systemisation of these mechanisms through the analysis of reasons for their creation and a consideration of their current and future functioning, in particular in the perspective of the current reform within the United Nations

OBJECTIVES: Demonstration of the degree of freeing up of Hospital Emergency Services, the suitability of its operation with respect to local needs, integration into the context of the administrative region, satisfaction of doctors and patients. MEANS: MMG activity report, evaluation of flow of patients through MMG and Hospital Emergency Services with impact of MMG, satisfaction questionnaires from general practitioners, hospital staff and patients, Emergency Callcenter (C15) of Annecy data. RESULTS: The nature and volume of the MMG's activity is increasing year on year. The measurement of the impact of the introduction of the MMG on the activity of the Hospital Emergency Services is good, but could be improved. Treatment is provided to the local and tourist population; the seasonal phenomenon is real and the MMG attracts patients from neighbouring duty sectors. It is difficult to evaluate the method of access. Efforts should be made to improve complementarity with the C15. User satisfaction is good, the only regret is that home visits are no longer made. Support by general practitioners is excellent. CONCLUSION: The operation of the MMG is adapted to local conditions. Medical activity is adequate, and could be further increased, if efforts are made concerning guidance of patients. Both patients and doctors are satisfied. Over time, the system will undergo organisational improvements
