This volume appears after more than a decade of political and economic reforms in Latin America. The success of these reforms--and the quality of public policies--has varied widely. As a result, it has become clear that good policy "recipes" are not enough. Specific policy recipes, no matter how well conceived, are necessary but not sufficient for success. Only by improving the policymaking process can we expect sustainable improvements in public policies and in their impact on development and people's lives. This study analyzes how the workings of the policymaking process affect the quality of policy outcomes. It looks beyond a purely technocratic approach to policymaking, delving into the messy world of politics. It argues that the political process and the policymaking process are inseparable, and that failing to understand one risks failure with the other. It offers a wide variety of examples and case studies, using an analytical framework that can help explain why policies that work in certain institutional environments may not work in others. The study also yields useful insights for the design of effective policy reform

Interest in learning how to make the most of the potential developmental benefits of remittance flows has grown worldwide, but few attempts have been made to summarize existing knowledge in a way that is easy to digest. "Financing the Family" adds to that body of knowledge with a summary of recent research that emphasizes experimental approaches, focuses on Central America, and analyzes the impact of the recent financial crisis. It finds that while remittances generate many benefits for both migrants and their families back home, the long-term effects of migration on social cohesion and child welfare demands further study. The book also explores how to enhance the development impact of remittances through innovative financial instruments that give migrants greater control over the money they send home. Finally, the book exposes the vulnerability of Central American countries to a weaker U.S. economy. It demonstrates how focusing on the sectors and states where migrants are concentrated can allow for better policy responses in the face of economic downturns
Institutional arrangements and fiscal performance : the Latin American experience by Ernesto Stein( Book )

This paper explores the links between institutional arrangements and fiscal performance in Latin America. We consider four measures of fiscal performance, namely expenditures, the size of fiscal deficits and debt, and the response of fiscal policy to business fluctuations; and two institutional dimensions, namely, electoral systems and budgetary processes. We find evidence that electoral systems characterized by a large degree of proportionality large district magnitude, tend to have larger governments, larger deficits and a more procyclical response to the business cycle. We also find that more transparent and hierarchical budgetary procedures lead to lower deficits and debt. Contrary to the findings of Hallerberg and von Hagen for European countries, we find no evidence that centralized budgetary arrangements neutralize the potentially adverse impact on fiscal deficits of a larger degree of proportionality of the electoral system

This paper summarizes recent research by the authors on the effects of free trade areas (FTAs). Within our model, which emphasizes inter-continental transport costs, several conclusions arise. (1) FTAs are likely to be detrimental over a moderate range of parameter values, even if drawn along natural regional lines. (2) A small margin of preferences for neighbors is beneficial. (3) Optimal preferences depend on the parameters, particularly on transport costs. (4) If preferences are raised further, they enter the zone of negative returns to regionalization, and eventually the super-natural zone, where welfare is lower than under the MFN status quo. Estimates from the gravity model suggest the world system may already be in the super-natural zone. The core model leaves out many factors. But we have pursued a variety of extensions by now. Perhaps the two most important are generalizing the highly stylized model of trade (to include factor endowments), and relaxing the assumption that the inter-bloc level of tariffs remains fixed. In the latter case, allowing tariffs to be endogenous yields a much more optimistic outlook for the effects of FTAs

Abstract: Using the gravity model, we find evidence of three continental trading blocs: the Americas, Europe and Pacific Asia. Intra-regional trade exceeds what can be explained by the proximity of a pair of countries, their sizes and GNP/capitas, and whether they share a common border or language. We then turn from the econometrics to the economic welfare implications. Krugman has supplied an argument against a three-bloc world, assuming no transport costs, and another argument in favor, assuming prohibitively high transportation costs between continents. We complete the model for the realistic case where intercontinental transport costs are neither prohibitive nor zero. If transport costs are low, continental Free Trade Areas can reduce welfare. We call such blocs super-natural. Partial liberalization is better than full liberalization within regional Preferential Trading Arrangements, despite the GATT's Article 24. The super-natural zone occurs when the regionalization of trade policy exceeds what is justified by natural factors. Estimates suggest that trading blocs like the current EC are super-natural
