Over the years, the South Carolina Department of Transportation (SCDOT) has initiated various procedures to improve the Quality Assurance (QA) programs it uses to verify that quality asphalt paving mixtures are used on its projects. The SCDOT QA Program currently consists of the Record Sample, Independent Assurance (known as the Green Tag Program), and Split Sample programs. Because these three programs developed at different times and possibly for different reasons, a study was needed to determine how the three programs mesh together, if there are overlaps or gaps in these programs, and if they are serving the function or functions for which they were intended. The study consisted of a review of the documentation of the existing programs, interviews with the Federal Highway Administration (FHWA) and SCDOT personnel to establish the objectives for each program, a survey of other State Highway Agency Independent Assurance (IA) practices, and an analysis of historical data from each of the programs

In situ corrosion studies were carried out on steel and galvanized steel rods embedded in concrete cylinders. The concrete samples were prepared with different contents of DCI and Rh222 inhibitors in the concrete mix. The corrosion testing was carried out in absence and presence of chlorides in the electrolyte using standard electrochemical methods. The results were compared with the corrosion studies performed on steel substrates and on galvanized steel in model solutions which simulated the rebar-concrete interface. A transient one dimensional mathematical model has been developed and used to predict the corrosion initiation time in a concrete cylinder

There is much concern over chlorinated solvents currently used for asphalt content extraction testing. This research was undertaken to investigate alternative methods that do not use chlorinated solvents for asphalt cement (AC) content determination. Methods considered include nuclear asphalt content gauges, extraction with biodegradable solvents, ignition oven, and recordation. Information was gathered from the literature, from a survey of all state highway agencies, and from interviews with selected agencies. The advantages and disadvantages of each of the alternative methods were identified and are presented in the report
