Oscar nasce a Danzica, nel 1924. Agnès è sposata con il droghiere Alfred Matzerath, tedesco, ma è anche amante del cugino polacco Jan Bronski e il bambino può essere suo. Oscar, piuttosto precoce, alla festa del suo terzo compleanno decide di isolarsi dagli adulti che lo hanno stomacato e decide di rimanere minuscolo. Il fenomeno fisico, inspiegabile per la famiglia e per i clinici interpellati, viene un poco alla volta accettato e, nel frattempo, Oscar scopre due proprie singolari doti: quella di dare fastidio e anche terrorizzare con il suono del tamburo di latta che porta perennemente a tracolla; e quella di possedere una voce stridula con toni ad alta frequenza, capace di rompere vetri e cristalli. Quando le cose non vanno a suo genio, l'eterno ragazzino usa le sue armi: così, un giorno, ridicolizza una grande parata nazista che prelude allo scoppio della II Guerra Mondiale.
