Om den tyske (eller rettere germanske) Freiherr Heinrich Friedrich Karl von und zum Stein, 1757-1831, preusser, som idag er relativt ukendt; han var i datiden kendt som "Napoleon's fjende". Stein var iøvrigt på et tidspunkt medreformator sammen med Scharnhorst, kendt bl.a. for sine store hærreformer og omorganiseringer af den preussiske hær. Stein var finansminister i den preussiske regering, lidenskabeligt optaget af at tjene Preussen's interesser, men var så åbenlyst hadefuld, fjendtlig og negativ overfor Frankrig, det franske folk og Napoleon, at denne til sidst krævede hans afsked, stemplede ham som "Ennemi de la France" og fik hans besiddelser konfiskeret, i den periode omkring 1805-1809, hvor Preussen var allieret med Frankrig. Senere var Stein i Rusland, og gjorde tjeneste hos den russiske zar Alexander I, han forsøgte også at overtale Wienerkongressen til at gå ind for et forenet, stærkt og samlet Tyskland. Hans politiske indflydelse siges at have været betydelig, også efter hans frustrerede tilbagetrækning fra det offentlige liv, efter 1815. I bogen beskrives Stein's liv, levnedsløb og politiske karriere og, ikke mindst, hans stilling som "Napoleon's fjende"
