This book is a collection of articles written by the two authors on the topic of equality of opportunity. All articles build on the idea that a just society should equalize the resources that determine the opportunities agents face in order to follow their goals. Resources are either external, like financial resources, or internal, like preferences or skills. The authors propose to define "equality of opportunity" as the combination of ethical principles of compensation and responsibility. The principle of compensation requires external resources to be used to compensate low-skilled agents (considering that inequalities due to skill differences are unjust). The principle of responsibility requires external resources to be allocated without regards to inequalities due to differences in preferences (considering that these inequalities are not unjust). The articles present different ways of combining the two principles in different economic contexts. The book offers many possible aspects of the analysis of equality of opportunity, ranging from axiomatic discussions in abstract compensation models, to the design of redistribution policies in concrete labor income taxation models

"Le produit intérieur brut (PIB) par habitant est l'indicateur de référence pour effectuer des comparaisons internationales de niveau de vie. Il présente pourtant un inconvénient majeur puisqu'il ne tient pas compte des composantes non monétaires qui peuvent sensiblement différer d'un pays à l'autre. Les auteurs estiment ici que la préférence exclusive pour le revenu monétaire n'existe pas, mais qu'en fonction de l'histoire et du contexte culturel de chaque pays, des arbitrages sont réalisés entre les différentes composantes du niveau de vie. Celles-ci peuvent être exprimées en termes de "revenu équivalent". A partir de cette idée, ils élaborent un nouvel indicateur de niveau de vie intégrant différents aspects du bien-être individuel et social (loisir, santé, inégalités, soutenabilité, etc.). Le classement des pays selon le niveau de vie, lorsqu'il est effectué à l'aide de ce nouvel indicateur, modifie quelque peu le rang habituel de certaines nations : le Japon et la France notamment gagent des places tandis que les Etats-Unis en perdent."--Editeur

Welfare economics encompasses other public choice theories besides utilitarianism, like egalitarian social justice theory. Whether these economic frameworks provide practical tools that could be used in health technology assessment is an ongoing debate, and this study aim to contribute to answer this question. The aim of the first chapter is to review health economic evaluation guidelines and compare methods from three national health technology assessment agencies - NICE (England and Wales), IQWiG (Germany) and KCE (Belgium) - and to assess what social justice principles are implied by their methodological choices. The second chapter studies the moral dilemma raised by adaptive preferences in growth hormones treatment and bilateral cochlear implants. Three options are put forward to solve this dilemma: they are grounded on egalitarian social justice theories. The objective of the third chapter is to provide evidence about the feasibility of assessment based on equivalent income approach, developed by M. Fleurbaey, in the context of public decision making.
