This report for 1977 is the third in a series of annual reports prepared by the Committee on a Study of National Needs for Biomedical and Behavioral Research Personnel in a continuing study. Discussed are the current status of the labor market and the near-term outlook for research personnel in the four broad areas into which the study is organized: basic biomedical sciences, behavioral sciences, clinical sciences, and health services research. Research training needs and issues in nursing research are covered for the first time. Specific recommendations are made about the numbers of individuals to be supported by the research training programs of the National Institutes of Health, the Alcohol, Drug Abuse and Mental Health Administration, and the Health Resources Administration. Firm recommendations are made for fiscal year (fy) 1979 and tentative goals for fy 1980-81. Of special interest are the results of a survey of a sample of 14,300 of the country's younger biomedical and behavioral scientists, a discussion of the situation of minorities and women in the biomedical and behavioral sciences, and recommendations for some of the policies and administrative aspects of the National Research Service Award Act program. In 1997, Congress, in the conference report, H.R. 105-271, to the FY1998 Energy and Water Development Appropriation Bill, directed the NRC to carry out a series of assessments of project management at the Department of Energy (DOE). This report, the 2003 Assessment, is the final one in that series. It presents an examination of DOE's progress in improving program management over the past three years including the Department's response to the recommendations of the previous assessments in this series. In addition to assessing DOE's progress, the report also describes opportunities for further improvement and gives a prognosis for future developments

"Since its inception, the U.S. human spaceflight program has grown from launching a single man into orbit to an ongoing space presence involving numerous crewmembers. As the U.S. space program evolves, propelled in part by increasing international and commercial collaborations, long duration or exploration spaceflights - such as extended stays on the International Space Station or missions to Mars - become more realistic. These types of missions will likely expose crews to levels of known risk that are beyond those allowed by current health standards, as well as to a range of risks that are poorly characterized, uncertain, and perhaps unforeseeable. As the National Aeronautics and Space Administration (NASA) and Congress discuss the next generation of NASA's missions and the U.S. role in international space efforts, it is important to understand the ethical factors that drive decision making about health standards and mission design for NASA activities. NASA asked the Institute of Medicine to outline the ethics principles and practices that should guide the agency's decision making for future long duration or exploration missions that fail to meet existing health standards. Health Standards for Long Duration and Exploration Spaceflight identifies an ethics framework, which builds on the work of NASA and others, and presents a set of recommendations for ethically assessing and responding to the challenges associated with health standards for long duration and exploration spaceflight. As technologies improve and longer and more distant spaceflight becomes feasible, NASA and its international and commercial partners will continue to face complex decisions about risk acceptability. This report provides a roadmap for ethically assessing and responding to the challenges associated with NASA's health standards for long duration and exploration missions.
