BarcelØ, as panel moderator, first introduces the essential questions regarding what sorts of United Nations forces have existed or should exist. Sise advocates having a standing U.N. force because of the difficulties of persuading member governments to deploy troops in a crisis. Scheffer believes a standing force to be inappropriate at this time, but desirable in the future. Morrison deems a standing force desirable, but not practical. Telhami argues that it is neither desirable nor possible to have a permanent U.N. force, due to the great disparity between various nations' expectations and capabilities.
