In this document we examine recent developments in double negative materials (DNM) or negative index of refraction materials (NIR) and consider their potential military applications. These materials are artificially engineered, composite structures that provide extraordinary responses to electromagnetic (EM) waves in general. These materials are important because they allow us to control light (or EM waves) in ways not previously possible. Because these metamaterials exhibit a unique ability to bend and focus light in ways no other conventional materials can, they hold great potential for enabling a number of innovative lens and antenna structures. Searching for smaller, lighter, and conformal components and devices for radar and communication applications, researchers have increasingly turned to these metamaterials. It is expected that research will lead to innovative designs in optical instrumentation, sub wavelength resolution, reduction of friction in MEMS, novel approaches to beam steering, novel approaches for integrating optics with semiconductor electronics and others. Many IDA projects could benefit from the knowledge obtained as a result of this study

The development of computational schemes for numerical modelling of the plasmapause and the aurorally-induced plasma density gradients is described. Variations in location of the equatorial plasmapause are simulated using computer-generated maps representing an ensemble of test particles evolving under co-rotational and convection electric fields. The model has been used to estimate the Transition Time (T sub p) from one stable, equilibrium plasmapause configuration to another and to reproduce Disturbance Scenarios wherein the hour-by-hour changes in plasmapause location at a given local time L sub pp(LT) associated with specified variations in geomagnetic activity are followed. The results of calculations using both models show that plasma transport effects either dominate or at least significantly contribute to the spatial and/or temporal characteristics of the plasma density feature in question

One concept being considered for active noise and vibration control of helicopter rotors is a trailing edge flap design driven by a high-displacement piezoelectric actuator device. The proposed device requires an 800-V power supply and draws a current on the order of .3 A. Thus, depending on the duty cycle and efficiency of the mechanism, some portion of the 240 W of electrical input energy will be converted to heat. This study provides an initial estimate of the temperatures that may be encountered if no provisions are made for cooling the actuator. Also included are a discussion of the heat transfer calculation, assuming conduction and radiation as the dominant modes, and a description of HEAT 8, the computer code used

On the Feasibility of Using Extremely Low Frequency Electromagnetic Fields to Detect Mines in Shallow Water ( file )

This document considers an approach to mine detection based on electromagnetic detection. It involves the use of a magnetic or electric dipole antenna to transmit a low frequency signal that would illuminate and interact with an object, such as a mine, all dimensions of which are small compared to the wavelength as well as to the distance between the object and the antenna. A dipole antenna, which may be the same as or different from the transmitter, would receive the signal due to the interaction of the illuminated body with the incident electromagnetic field. Past analyses have demonstrated the feasibility, even at fairly long ranges, of using blue-green lasers to detect bodies immersed in pure water. Unfortunately, this detection method fails in turbid water, which is not transparent to the short wavelength laser radiation, and in cases where the mines have become buried. Sonar techniques, while useful in deeper water, also have problems in the shallow water regime because of clutter and reverberations
