The roles of time and money cost in the demand for air travel are analyzed. The first step is to construct the theory of consumer demand under a time constraint and to deduce its theorems. Then these theorems are applied to air travel through use of a total price demand function. This analysis considers the effects of fare, trip time, airport delay, schedule frequency, trip distance, traveler's wage rates, and non-wage income on the demand for air travel. Many results concerning elasticities are obtained, including a necessary relationship between the time, price, and total price elasticities of demand. Tests of the theorems are performed, the various elasticities are estimates, and the relationship between the elasticities required by the theory is used to obtain an estimate of the value of time in air travel. This study is concerned with consumers in the traditional sector of Iran who are highly influenced by Islamic rules and regulations, especially those prohibiting the charging of interest on loans. This constraint has been incorporated into the analysis of the demand for consumer durables to explore the implications of Islamic rules upon consumer behavior. Since intertemporal allocation presupposes the ability of consumers to transfer unearned income from the future to the present and vice-versa, at every moment in time there exists an excess demand for funds (in excess of earned income) on the part of some consumers. A model has been developed in this study to incorporate the means of financing these excess demands. This becomes relevant in a country like Iran where there is no organized bond market to meet the demand for loans while obeying the Islamic injunctions. The model shows that members of families form Family Financial Cooperatives (FFC) in which loans are customarily financed by voluntary participation of members whose earnings for some period exceed their consumption for the same period. In the model, each member is endowed with an income stream and each is assumed to maximize his intertemporal utility function. The excess of income over the consumption level makes up the "loanable fund," and as such it makes it convenient for Persian consumers to acquire more goods than their current incomes allow. The purpose of this research is to explain the structure and operation of the FFC and to show how it is a rational response to the intertemporal allocation problem

The addition of time in the consumer's budget yields new theorems from demand theory while preserving the (logical) validity of the old ones. These new theorems concern additional Slutsky type equations relating quantities of goods demanded, hours worked, and total income to the wage rate, non-wage or time-independent income, and the relative time or price intensity of goods; the Slutsky equations with respect to price are preserved. The new equations place additional behavioral restrictions upon the standard consumer demand functions and permit the consumer's labor supply to be derived from his demand for goods. Since all the theory's variables are observable, it can be tested by estimating these functions. (Author)

The model presented in this study explains how reliability of service fits into the demand for electricity. The model shows that consumers will purchase more electricity at a given price if reliability is great than if it is very poor and that the value that a consumer will place upon reliability of service will depend upon the value of that consumer’s time. Given that the utility firm can alter the reliability of service offered by changing its capacity, the utility firm will maximize by choice of capacity for any price that regulators set. In equilibrium the utility firm will maximize profits where the marginal revenue of capacity equals the marginal cost of capacity: [equation in PDF]. The present model also explains the apparent disagreement between past studies dealing with the Averch-Johnson thesis. Previous studies that have supposedly confirmed the thesis are shown to be inadequate testings of the thesis since they did not allow a return to capital in producing capacity to insure reliability. On the other hand, previous studies that have not found the Averch-Johnson thesis to hold in the case of the electric utility industry can now be more fully explained. In terms of the expressed goals of utility commissions, the empirical findings of the econometric model presented in Chapter II indicate that regulation has been at least partially successful in achieving its espoused ends. The two most commonly proclaimed reasons for regulation of the electric utility industry have been (1) to insure “fair” prices and (2) to insure reliability of service. Chapter II shows that regulators have set the average fixed price above the profit maximizing price, thus insuring a degree of regulation. Thus from the regulators’ point of view at least one goal appears to have been realized. The goal of insuring a “fair” price is more difficult to comment about since the meaning of fair is somewhat elusive
