The Committee on the Federal Role in Education Research (cfrer), convened by the National Academy of Sciences (nas), studied the structure, operations, and functioning of the Office of Educational Research and Improvement (oeri) in the Department of Education and the organizations it supports, and reviewed the roles of other agencies and the overall research needs of U.S. education. The United States is currently committed to education reform, in which the oeri may play a major role. The examination of the oeri found an agency severely challenged by external difficulties as well as internal problems. External problems include public conflicts about education and funding. Internal problems include a weak advisory council and frequent administrative turnover. Uneven quality control, limited coordination among oeri offices, and poor information dissemination are flaws that should be overcome. The cfrer concludes that the oeri should be rebuilt. Cfrer recommendations are grouped according to: (1) governance; (2) organization and functions; (3) operations; and (4) funding. To accomplish its redefined functions, the oeri should receive a substantial funding increase. There is a 220-item list of references, and an appendix gives biographical sketches of 17 cfrer and staff members. (Sld)

From among approximately 175 applicants, 40 persons were selected to participate in a conference to discuss current research in educational learning, including both classroom and laboratory studies. The conference was organized into four groups--(1) in group a, the emphasis was on learning, instruction, and pupil characteristics, with particular reference to the language arts, (2) in group b, the behavioral analysis of concept formation and transfer with implications for programed instruction and computers in educational research were stressed, (3) in group c, the focus was on sociocultural and organizational determinants of student motivation, (4) in group d, the motivational determinants of achievement-oriented behavior were highlighted. Participants were specialists in educational psychology, psychology, or sociology, plus a few from other fields. The report presents the selection of participant procedures, preconference and conference activities, a log of conference activities, and a list of participants. (Jc)

A research training conference on learning was held for 37 psychologists and educational researchers. The 6-week conference centered its activities on such topics as language learning, computer simulation, instructional procedures design, attitude and personality development, and curriculum evaluation. Lectures and talks were offered by instructors and visiting consultants. Topics discussed included (1) language learning, (2) computer simulation of intellectual processes, (3) design of instructional procedures and experimentation on learning, (4) the nature of aptitude, attitude development and change, (5) personality development in college, and (6) curriculum evaluation. One of the conclusions drawn was that a general acquaintance with significant current work was achieved. Development of competence in depth, however, was not as successful. Identification of areas of study and motivation to do research were indicated as accomplishments of the conference. (Rs)

Some of the fundamental mathematical techniques of stimuls sampling theory are presented. The simplest of all learning models - the pattern model for simple learning is presented in which the population of available stimulation is ASSUMED TO COMPRISE A SET OF DISTINCT STIMULUS PATTERNS, EXACTLY ONE OF WHICH IS SAMPLED ON EACH TRIAL. In the important special case of the oneelement model, it is assumed that there is only one such pattern and that it recurs intact at the beginning of each experimenta trial. The oneelement model is worthy of study not only for expositional purposes but also for its value as an analytic device in relation to certain types of learning data. After a treatment of pattern models for simple acquisition an for learning under probabilistic reinforcement schedules, the conceptualization of generalization and transfer is discussed; the component models in which the patterns of stimulation effective on individual trials are treated, not as distinct elements, but as overlapping samples from a common population; and, finally, some examples of the more complex multiple-process models which are becoming increasingly important in the analysis of discrimination learning, concept formation, and related phenomena are discussed.
