This collection of essays has evolved through the co-operative efforts, which began in the fall of 1974, of the participants in a workshop sponsored by the Fritz Thyssen Foundation. The idea of holding one or more small colloquia devoted to the topics of rational choice in science and scientific progress originated in a conversation in the summer of 1973 between one of the editors (GR) and the late Imre Lakatos. Unfortunately Lakatos himself was never able to see this project through, but his thought-provoking methodology of scientific research programmes was ably expounded and defended by his successors. Indeed, this volume continues and deepens the debate inaugurated in Criticism and the Growth of Knowledge (edited by Imre Lakatos and Alan Musgrave), a book which grew out of a conference held in 1965. That debate has continued during the years that have passed since that conference. The group of discussions about the place of rationality in science which have been held between those who emphasize the history of science (with Feyerabend and Kuhn as the most prominent exponents) and the critical rationalists (Popper and his followers), with Imre Lakatos defending a middle ground, these discussions were seen by almost all commentators as the most important event in the philosophy of science in the last decade. This problem area constituted the central theme of our Thyssen workshop. The workshop operated in the following manner

At the end of the 50s economics had begun its "imperialist" phase, spreading the economists' theory of behavior to the entire domain of the social sciences (see, e.g., the predecessor to this volume: Radnitzky, G. and Bernholz, P. (eds.). Economic Imperialism. Paragon House 1987, which presents samples). Political economy, the new institutional economics and constitutional economics broadened attention to an open-ended array of social and political problems. The Economic Approach offers a coherent analytic framework to express the unity underlying the structure of problems appearing over the whole of man's experience and, hence, it opens an opportunity for a unified approach. With respect to the human realm it is, in Dr. Radnitzky's view, "Basically an invitation to straight thinking." What gives economics this "imperialist" power is the fact that its key concepts such as scarcity, competition, opportunities, costs, are applicable to all human phenomena and in fact to all of life. In this sense we may speak of "Universal Economics". The contributions to the volume examine what has so far been achieved by applying the Economic Approach outside the traditional field of economics. Some of these include applying it in the life sciences (Michael T. Ghiselin), in the social sciences (James S. Coleman), in the analysis of politics (Peter C. Ordeshook and Vincent Ostrom), by applying it to law (Alan Schwartz), to history (Roger Meiners and Stanley L. Engerman), in the analysis of conflict (Gordon Tullock, Jack Hirshleifer and Anthony de Jasay) and to international relations (Peter Bernholz). Der GroBteil des Bandes verdankt seine Entstehung einem kleinen internationalen Kolloquium, das im Herbst 1988 in Wien im Hotel Ambassador stattfand. Was Deutschland betrifft, so besteht (pessimisten wtirden sagen 'bestand' - und meinen, sie sei bereits vertan) die einmalige Chance, die Wirt schaftsverfassung des Wettbewerbs in den neuen Bundeslandern weit tiber dieje nigen Standards hinaus aktionsfahig zu machen, die zur Zeit in den alten Bundes landern gelten. Die ordnungspolitische Realitat in der Bundesrepublik ist heute von Ludwig Erhard weit entfernt; die Bundesrepublik treibt in die korporativisti sche Richtung (Giersch 1988). Wenn es gelange, Bereiche, die in der BRD offent lich-rechtlich organisiert sind, in der ehemaligen DDR privatwirtschaftlich zu or ganisieren, wettbewerbliche Bedingungen dort zu schaffen, wo dies in der BRD entweder nicht gelungen ist oder durch eine Zunahme an Staatsinterventionismus, Protektionismus usf. nicht mehr der Fall ist, wtirde das auf die alten Bundeslander zurtickwirken und dort eine Liberalisierungswelle auslOsen
