"Global Security Governance demarcates the barriers and pathways to major power security cooperation and provides an empirical analysis of threat perception among the world's major powers. By combining a coherent theoretical framework with strong comparative case studies Global Security Governance contributes to the ongoing reconceptualization of security and definition of threat and provides a basis for reaching tentative conclusions about the prospects for global and regional security governance in the early twenty-first century. Decision-making in the European Community : the council presidency and European integration by Emil Joseph Kirchner( Book )

15 editions published between 1992 and 1993 in English and held by 419 WorldCat member libraries worldwide

In this first major assessment of EC decision-making at the highest levels for ten years, Emil Kirchner examines the Council Presidency's role in European integration. The author demonstrates how the EC Council Presidency plays a crucial role in the integration process enhanced by the Single European Act and the two Intergovernmental Conferences on EMU and Political Union. He evaluates the balance and distribution of power between national and Community actors, and asks whether the Council Presidency is primarily an instrument to maintain national control of EC decision-making, rather than a device for promoting integration. He sheds light on the negotiations which led to the SEA and the two Intergovernmental Conferences, and argues for a new interpretation of the relationship between the EC and its constituent states. EC decision-making is not characterised by a transfer of powers from the national to the EC level, but by a sharing of competences between national and Community institutions and a 'pooling of sovereignties' among member governments that is analogous to 'co-operative federalism'. Decision-making in the European Community will be vital reading for political scientists and students interested in the EC; and for all those seeking to understand European integration, potentially the 1990s' most important political development
Recasting the European order : security architectures and economic cooperation by James Sperling( Book )

12 editions published in 1997 in English and held by 353 WorldCat member libraries worldwide

The dramatic events since the late 1980s, which witnessed the end of the Cold War, the dissolution of the Warsaw Pact, the fragmentation of the Soviet Union and the emergence of a united Germany, have set in motion a recasting of the European security order. These developments raise important questions about the raison d'etre of existing security organisations: are they simply relics of the Cold War that have outlived their usefulness or can they adjust to new threats, challenges and roles? There has also been a shift of emphasis from the military to the economic and environmental aspects of security. This book places particular emphasis on the non-military elements of security and analyses the forces and institutions which contribute to peaceful and cooperative relations between eastern and western Europe
Decentralization and transition in the Visegrad : Poland, Hungary, the Czech Republic and Slovakia by Emil Joseph Kirchner( Book )

22 editions published between 1999 and 2002 in English and held by 309 WorldCat member libraries worldwide

"By highlighting sub-national government developments as an essential component of the transition process in post-communist societies, the book aims to assess the process of democratization in the Visegrads: the Czech Republic, Hungary, Poland, and Slovakia at this level. Focusing on the reform efforts introduced since 1990 at local and regional level, the book analyses the effectiveness of these emerging government structures in terms of competencies and resources, and places these developments in the context of democratic values, civil society, and economic planning."--BOOK JACKET

Committee governance in the European Union( Book )

15 editions published between 2000 and 2010 in English and held by 253 WorldCat member libraries worldwide

Committees are a pervasive presence in the EU policy process yet little is known about the way in which they operate. This volume, newly available in paperback, brings together an international group of experts from a number of disciplinary backgrounds to provide a comprehensive account of the role played by committees in the European Union. The book looks at committees in the context of inter-institutional relations, a focus based on the recognition that the relationships between Commission, Council, Parliament and national authorities @2013 rather than the institutions themselves @2013 are crucial to the understanding of European policy-making. Much of that interaction is regularised in various kinds of committees and the book provides an in-depth analysis of the nature and the effects of 'committee governance' in the EU system. A number of case studies (monetary, policy, trade, environment, spatial planning and foreign policy) examine the role of committees in specific areas. These are framed by broader perspectives which provide theoretical, statistical and normative analyses of the phenomenon of committee governance
Security relations between China and the European Union : from convergence to cooperation? by Emil Joseph Kirchner( )

12 editions published between 2016 and 2018 in English and held by 246 WorldCat member libraries worldwide

Over the past decade, the EU and China have expanded their relations beyond a focus on economic and trade issues to the sphere of security. Taking a broad definition of security, a multidisciplinary approach, and a comparative perspective (including scholars from both Europe and China), this book provides an in-depth analysis of the extent to which the EU and China not only express similar threat concerns, or make declarations about joint responses, but also adopt concrete measures in the pursuance of security cooperation. In particular, the book seeks to explore a range of key themes in the field of EU-China security cooperation such as nuclear proliferation, international terrorist threats and cyber attacks. Besides providing an overview of the areas where security cooperation exists and where it does not, it also highlights the aspects of convergence and divergence and the reasons for their occurrence. --
The security governance of regional organizations by Emil Joseph Kirchner( Book )

15 editions published in 2011 in English and held by 239 WorldCat member libraries worldwide

The Security Governance of Regional Organizations assesses the effectiveness of regional organizations as regional or global security providers, and examines how policy preferences, resources, capabilities, institutional mechanisms and economic and political cohesion link with collective action behaviour in four security policy functions. It investigates how regional organizations meet the new security threats or respond to strategic geopolitical changes and what adaptations they make in the process. Divided into three parts and using a common analytical framework, the book explains the changing security agenda in ten key regional organizations, each organizational chapter:identifies the nature of threats within the regionexamines the historical development and the degree of institutionalizationassesses the level of governanceexplores the context of interactioninvestigates the compliance with the norms of the system of governance. This collection contributes to the ongoing reconceptualization of security and definition of security governance, and explores whether regional security governance processes are unique or similar and whether some organizational experiences can be seen as models for others to follow. It combines a coherent theoretical framework with strong comparative case studies, making it ideal reading for all students of security studies
The Federal Republic of Germany and NATO : 40 years after by Emil Joseph Kirchner( Book )

16 editions published between 1991 and 2016 in English and held by 236 WorldCat member libraries worldwide

"The Federal Republic of Germany and NATO is a systematic effort to explore the domestic, regional, and systemic factors shaping Germany's role in NATO. This book, initially intended as a stocktaking of West Germany's interest and role in NATO over a forty-year period, was transformed by events into a retrospective of what NATO has meant for West Germany and its partners between 1949 and 1989, and what NATO may mean in the future for a unified Germany, for a Europe spanning the Atlantic to the Urals, and for the United States. The book provides the reader with a sound historical basis for reaching reasonable conclusions about the questions raised by the unfolding of the post-postwar order."--BOOK JACKET

The Palgrave handbook of EU-Asia relations by Thomas Christiansen( Book )

13 editions published between 2013 and 2015 in English and held by 187 WorldCat member libraries worldwide

"This edited book fills a gap in the literature on EU-Asia relations. The European Union and Asia are two regions undergoing significant changes internally while at the same time developing stronger relations with each other. In the context of an emerging multi-polar world, Europe and Asia are seen as major actors, making their relations increasingly crucial for the understanding of global politics. The Handbook is distinctive because it constitute a thoroughly comprehensive collection of more than 40 contributions from a variety of disciplines and perspectives, bringing together leading authors in their respective fields. Contributors come from Europe, Asia, North America and Australia, thereby providing a genuinely global perspective on this important topic. The Handbook is structured along several key dimensions in the relationship, ensuring that bilateral relations, multilateral contexts, institutional aspects, the comparative dimension and the global perspective, are all covered - a unique set of contributions. In addition, sections look specifically at political, economic and cultural relations between the two regions."--Publisher's website

EU-Japan security cooperation : trends and prospects by Emil Joseph Kirchner( )

5 editions published between 2018 and 2019 in English and held by 77 WorldCat member libraries worldwide

This book assesses EU-Japan security relations, examining how they have developed in individual security sectors and how they could be affected by international developments. The conclusions of the Economic Partnership Agreement and the Strategic Partnership Agreement in 2017 demonstrate the steady growth in EU-Japan political relations. Since the 1990s, dialogues between the EU and Japan have benefitted from extensive trade and investment ties and shared liberal values. Based on collaborative research by European and Japanese scholars, this book provides an in-depth, systematic and comparative analysis of the extent to which the EU and Japan have achieved concrete actions in the pursuance of security cooperation across a range of key areas such as nuclear proliferation, regional security, international terrorism, and energy and climate security. Further, it seeks to explain why some security sectors (such as economic and cybersecurity) have resulted in more extensive EU-Japan cooperation, while others lag behind (such as military and regional security) Common declarations and actions of shared interest and concerns have often led to only modest levels of security collaboration, and the book highlights factors that may be seen as intervening between intention and action, such as the role of external actors, for instance China and the US, and the constraints of internal EU and domestic Japanese politics. This book will be of much interest to students of European security, Japanese politics, diplomacy studies and international relations
