Por un lado, se han transformado en el lenguaje en el que se expresa la política global. Formular reclamos fundados en los derechos humanos se ha vuelto algo usual a nivel internacional, y no existe nadie que considere que tales reclamos carecen de importancia. Por otro lado, de modo creciente se han vuelto objeto de una creciente ola de escepticismo teórico y suspicacia política. Tal circunstancia hace que la tarea de clarificar el concepto de derechos humanos, evaluar su contenido y argumentar su justificación, sea importante y necesaria. Esta tarea es la que acomete Charles Beitz en la presente obra. Con el fin de elucidar el concepto de derechos humanos presente en la práctica internacional, Beitz elabora un modelo según el cual los responsables primarios de la satisfacción de los derechos humanos son los Estados, y en el que la comunidad internacional aparece como garante.
