Discusses the divergent views of historians of Nazism on many unresolved questions, among them the relationship of the Final Solution to Nazi racial policy in general, the date and motives of its adoption, the credibility of the evidence, and the debate between "intentionalists" and "functionalists". Argues that although the writings of "revisionist" historians are marred by bias, their insistence on a thorough re-examination of the evidence is a positive contribution to historiography. Asserts that historians have largely ignored the basic motive of Nazism, the fear of Bolshevism, which was intense and widespread. Even if Hitler's antisemitism predated the Bolshevist threat, it was this that gave it direction and urgency. Argues that the Nazi identification of Bolsheviks and Jews had a certain basis in reality, although its generalization to all Jews was illegitimate. Suggests that the deportation of the Jews of Central Europe was triggered by emotional reaction to Soviet atrocities against ethnic Germans. also notes that Jews have played a central role in modern history and that they proclaimed their enmity to Nazism. The Nazis saw them as the carriers of intellectualism and modernism which were sapping the biological vitality of the German Volk and of all mankind. Their determination to destroy the Jews resulted from a fear of being themselves destroyed. Argues that this motivation can be understood, even when one condemns the actions to which it led
