As California moves to become the only large industrial State with a numerical majority composed of non-whites, the quality of education and institutional expectations for non-white children diminishes. For example, Hispanic students in California are members of the fastest growing ethnic group in the nation and in the State, but, in 1981, 77% of all Hispanic students attending California public schools were underachieving. Compared to white pupils, Hispanic students were twice as likely to repeat grades, drop out, and read below grade level. Moreover, they have limited access to curricular programs which stress college preparation, particularly in the math and science areas. Those able to enroll in college are more likely than Whites to attend two-year institutions as part-time students. In California, only 7% of Hispanics who enter college each year are likely to receive a bachelor's degree. Similar evidence of educational inequity and neglect can be provided for Blacks and American Indians. Among the practices and policies which limit access and lessen the expected outcomes of non-white students are those that: promote monolingualism, suggest the dominant values of society to be superior to others, establish low academic expectations for students based on their social, linguistic, and economic background, view linguistic and cultural differences as deficits and problems to be remediated, and track students for limited career options. Current policies do promote equities of resources, but policies promoting equality of expectations and treatment remain to be developed. Recommendations for practice and policy development are outlined. (Kh)

As complaints about the lack of discipline in schools increase, more educators are turning to student conduct codes as one component of a discipline program. In setting up an effective conduct code, the top priority should be clear communication of rules. To ensure this, all relevant parties--administrators, teachers, parents, and students--should be represented when schoolwide rules are being developed. At the classroom level, teachers and students should work together to create a code consisting of no more than five or six rules consistent with schoolwide policies. Behaviors can be dealt with in three ways: (1) reinforced; (2) dealt with using constructive alternatives to punishment; or (3) punished. Rules are not followed unless consequences are applied for complying with them and for violating them. However, if too many behaviors have punitive consequences, the punishment loses its effectiveness. At the same time, tangible reinforcements for rule-following behavior should be gradually phased out--so that such behavior will become a habit not dependent on reward. Selection of the actual consequences of bad behavior to be used in the classroom should involve student input and administrative approval, and must allow for individual student differences and promote equity. The discipline program should be reviewed and revised as necessary each year. (Kh)

Those who teach language arts to black children have many opportunities and face many challenges as they work to help Afro-American children learn standard English. Among the opportunities are: (1) to help black students retain the ways of using language that are unique to their culture, while at the same time helping them to acquire the language of instruction and political power, standard English; (2) to take on a more political role in order to gain support for Standard English as a Second Dialect programs; (3) to develop training programs to help instructors understand Afro-American language from both linguistic and cultural perspectives, and to learn techniques for supplementing this native dialect with standard English skills; (4) to refine strategies and techniques for teaching oral language and composition skills; and (5) to improve attitudes towards linguistic differences. Major challenges include: (1) avoiding the temptation to support the institutionalization of Black English without teaching black students how to use standard English; (2) providing substantive training for teachers, which includes knowledge of language acquisition, oral language drills, and knowing how to identify and remedy miscues in writing and reading caused by the interference of Black English; and (3) applying the vast and growing body of research on Black English to the teaching of language. A summary report is presented of the program that was begun in 1970 in three elementary schools located in a predominantly Hispanic area of the city. The study is divided into four main headings: program description, evaluation design, findings and limitations. The description of the program includes the cultural and social context; the project staff, which represents varying degrees of bilinguality; the project design; classroom organization; and home language usage. The second section discusses the composition of the control and bilingual groups, data derived from analyses of tests, and performance of students over a six-year period. The findings report on performance and trends in reading and math with reference to a control group within the school district and to two main groups of students -- those who were enrolled continuously in the program for three to five years and those who were enrolled in a given year but who did not qualify for inclusion in the longitudinal groups. The limitations described concern the small sample sizes and the non-random basis of assignment to the bilingual group. The favorable conclusions are reported to be at variance with those of the air Study ("The Identification and Description of Exemplary Bilingual Education Programs"). Tables and graphs representing pretest, posttest, mean gains and grade equivalents are appended. (Amh)
