A thematic survey of the documents of the Moscow Helsinki Group by Li︠u︡dmila Alekseeva( )

3 editions published in 1981 in English and held by 32 WorldCat member libraries worldwide

To assess Soviet compliance with the provisions of the Helsinki Accords (the Helsinki Final Act), the Moscow-Helsinki Group collects and publishes documented human rights abuses in the ussr. The Moscow-Helsinki Group was formed by 11 participants in the human rights movement in 1976 and has prepared documentation regarding human rights violations for major international human rights conferences since that time. The group bases its reports on information gleaned from letters, phone calls, and personal reports from Soviet citizens. Information is checked for accuracy by various means, including referring to official documents such as secret instructions regarding trials and legal decisions and sending group members to evaluate alleged violations. The group believes that the information it provides regarding abuse of humanitarian provisions of the Helsinki Accords by the ussr should be considered at future international human rights meetings such as those which have been held recently in Belgrade and Madrid. Abuses are presented in 11 areas--equal rights and the right of national self-determination, free choice of place of residence within the ussr, the right to leave one's country and return, freedom of conscience, the individual's right to know and act upon this right, socio-economic rights, the right to a fair trial, the situation of prisoners of conscience, psychiatric repression, the right to unmonitored communication, and improving compliance with the Final Act agreements. Within each category, background information is presented and the identification numbers of documents referring to a violation in the category in question are listed. Excerpts from documented cases of human rights abuse are included for each theme. The document concludes with a directory of imprisoned members of the Helsinki Monitoring Group. (Db)

Fired from their jobs, hunted by the KGB, "tried," and imprisoned, Alexeyeva and other activists including Andrei Sakharov, Yuri Orlov, Yuli Daniel, and Andrei Sinyavsky, through their dedication and their personal and professional sacrifices, focused international attention on the issue of human rights in the USSR

The observance of the covenant on civil and political rights by the Soviet Union by Valeriĭ Chalidze( Book )

2 editions published in 1980 in English and held by 12 WorldCat member libraries worldwide

The fact that the Soviet state is under the total control of the Communist Party of the Soviet Union is widely known. Party control over the Soviet state has not received legal elaboration full enough to be considered a match to what is effectuated in practice. Throughout the entire history of the Soviet state, starting at any rate with the disbanding of the Constituent assembly in 1918, the party of the Bolsheviks, subsequently renamed the Communist party of the Soviet Union, has exercised total control over the activity of the state in Russia and then in the USSR. This fact has never been reflected in Soviet legislation fully: the maximum degree of its attestation was achieved in the USSR Constitution of 1977, which states (Art. 6): 'The leading and guiding force of Soviet society and the nucleus of its political system, of all state organizations and public organizations, is the Communist Party of the Soviet Union ... ' Even without mentioning the numerous, commonly known facts concerning party control over the state, those words of the Soviet Constitution indicate that, in analyzing practice relating to the effectuation of human rights in the Soviet Union, one must pay attention not only to the prescriptions of the law and accounts of legal practice, but also to party documents, including the Statute of the CPSU and the Program of the CPSU
